Abstract

The basic and fundamental premise of the modern Democratic-Social State of Law is what is consent on the basis of Freedom, Justice and Sovereignty as essential values of peaceful and orderly life in society. Like many Legal Systems, ours, in considering the Constitution as the Fundamental Political and Social Charter of the State, states in its two initial articles:
Article 1.- Costa Rica is a democratic, free and independent Republic.
Article 2.- Sovereignty resides exclusively in the Nation.
