A approach to direct democracy

Abstract

When I speak of elements of direct democracy I refer first to the referendum in the strict sense, which implies that the parliament has made a decision (enacted a law or changed the Constitution) and then the people vote for it. But I am also referring to the initiative, originating outside of the political establishment and seeking something new that politicians and government do not want. The former is more of a protection while the latter is more active.
