The impact of access laws on the flow of plant genetic resources

Abstract

The importance of genetic resources for food and agriculture has been evidenced by different studies and analyzes (see Cooper, 1994 and Dutfield, 2000, among others). According to Brush (cited in Dutfiled 2000), to cite only one authoritative opinion, plant genetic resources (GGR) provide the "foundation of all food production and the key to feeding an unprecedented number of people in an age of environmental changes. " Plant genetic resources have been conceptualized as essential for agricultural development: to increase production, alleviate poverty, and promote economic growth (Cooper et al. 1994). Therefore, the loss of these resources, that is, the phenomenon of genetic erosion, has been denounced as a threat to food security itself.
