Abstract

If the argument I have made is correct, he offers a promising opportunity for the nations of Latin America. If it is by reason of an unfortunate inheritance of the ideas of Spain, rather than by supposed deficiencies of the resources or the peoples of Latin America, that the special economic problems of Latin America are explained, then the countries of Latin America can improve greatly. its performance through the adoption of policies of greater openness and liberality. If the elites of Latin America could be persuaded of this, their public policies would be modified, despite the power of established interests.
